PHRC originally developed this rating system
to assist in the assessment of public history web sites. In April of 2000
the managing editors expanded upon and revised this rating system,
developing a check list
of categories and criteria that the ideal presentation of public
history on the Web should take into account. Web Site reviews written for this site prior to April 2000, used this original system.

Five Liberties: A perfect public history site. Accountable, verifiable, reliable.

Four Liberties: A superior public history site. The site has some
problems,
but they do not detract from the overall experience.

Three Liberties: A good public history site. The site has
noticeable
problems, or limited content, but in general provides a useful and
enjoyable experience.

Two Liberties: A mediocre public history site. Limited in scope
and effectiveness, handicapped by problems, this site may provide
useful information, but it may be hard to find.

One Liberty: An unacceptable public history site. Crippled by
lost links, errors, lack of citation, and other problems, this site
is virtually unusable.
